Rainbox Six Vegas: "Oh Vegas"

The newest addition to the Rainbow Six franchise is set in the proverbial City of Sin, Las Vegas. You might remember, the mayor going on a tirade about it in an attempt to prevent the game's release. My question is: Why Las Vegas?
I mean, the primary goal of terrorists is to spread the feeling of terror. Hence the name. But blowing buildings in Las Vegas? Hell all you have to do is wait three minutes and some major corporation will blow the building up themselves to make room for something bigger and flashier. Besides, every time people go to Vegas they end up disappearing into the cheap slots... FROM WHICH THEY NEVER RETURN!
So yeah, if I was a group of Mexican terrorists, I'd target McDonald's or Oprah. That'd get some attention.
