It could be the power suply.
However, I'll tell you to try this first.
Unplug the alimentation cord, and switch the switch on the back off. -But- wait maybe a half minute before you replug it and switch it back.
You could also try plugging it in a different hole on your surge protector - I had it happen to a surge where I work, the surge was working but not the plug the computer was on.
The spike thing you describe could very well be a bad supply, but it could also be from getting no electricity (It can have just a bit of energy left in the supply - enough for it to flash for a second). So try plugging it somewhere else first.
